GENERAL INTRODUCTION

1.1 Background to the Study

Public expenditure facilitates the attainment of full or high-level of employment and capital utilization at stable prices, a good balance of international payments performance, and a satisfactory rate of growth in per capita income over a period of time. Public expenditure is used for allocation, stabilization and redistribution of economic resources objective, Anyanwu, (1997). The distribution function involves adjustment of the distribution of income and wealth to ensure conformance with what society considers a fair and just state of distribution. This helps to bridge the income and wealth gap between the rich and the poor. It therefore helps the course of development. This must be done because careless public expenditure austerity can lead to prolonged recession and can place a disproportionately heavy burden on the poor (World Bank, 1998). As a result of that the measurement aspects of public expenditure matter as much as the overall macroeconomic balance.

STATEMENT OF THE PROBLEM

Human capital development in Kano State has remained unsatisfactory for the last few decades. The implication is that there has been low productivity. The reason behind this unsatisfactory performance has been linked to public expenditure. For instance, there is usually a lot of talk on Information and Communication Technology (ICT) which requires an excellent culture of the application of required expertise in the harnessing of the features of installed software for the benefit and transformation of an organization. IT diffusion depends on skills to operate the system. Beyond the usage and marketing of computer hardware and software and other information technology materials, Kano State currently lacks the mass indigenous capabilities to participate in both local and international production and manufacturing of IT components, including software development.
