INTRODUCTION
Background of the Study
It is worthy to note that while the advanced country of the nations like America, Britain e.t.c are striving harder to consolidate on their already improved technology, the developing countries are struggling as well and Nigeria road map of vision 20 2020 is timely.
Harnessing the power of modern industrial technology to different areas of nation building is the only enabling instrument for our nation development and transformation.
The growing importance of industrialization does not leave anybody in doubt in the areas of knowledge exchange, convulsive and collaborative effort. If everything goes according to plan, Nigeria will be a developed country by the year 2020. This is a national strategy known as vision 2020 which is a brilliant plan to bring Nigeria to a developed country status.
This can only be possible through the application of vocational technical education (VOTEC). A country without a vision is like a driver who does not know where he is driving to; he cannot picture or see the sharp turns and pot-holes on the road. Vision is planning for the future by raising questions on intent like
- What do I do? (search or problem self to provide solution to surrounding problem)
- How do I do it? (identification of areas to needs and ways to approach them)
- Do I have the resources? (human and natural resources that can be used)
In order to determine where a country is going it needs to know exactly where it stands, then determines where it wants to go and how to get there.
In December 2006, the federal government through the Minister of Education issued a report on educational reform and intervention. It was titled vision 2020. The vision for industrial education in Nigeria is to establish an enabling and sustainable environment for education to attain the desired national reforms and human development in the education sector to empower and develop the citizenry to acquire skills and knowledge that would prepare them for world of work. However in recent years, things seem to have fallen apart at all levels of this once thriving industry which was a beacon of glittering optimism and reliable plank for capability-building in the country, as the fortune of this key industry continues to experience a free fall. For instance, year-on-year result of public school examinations such as the West Africa Examination Council (WAEC), National Examination council (NECO) and Joint Examination and Matriculation Board (JAMB), and comparative quality of graduates being churned out of the tertiary institution of learning have been dismally poor compared to what obtained in the past.As the Federal Government initiates the new education reform plan, it is imperative to rehears briefly what we know about educational reform in Nigeria in collaboration with Adullahi (2007) the Federal Government issued the first National Development plan (1966-1970), the plan emphasized modernization and technological training
Vision is plotting the direction which will serve as a cornerstone for a country to survive the turbulence of the fast changing world. It is a mind set priorities that provide a frame work of industrial technology to improve the country or an organization. Previous efforts at planning and missioning by the past administration in Nigeria were not sustained. The concept of vision 2020 is a clear mental picture of the future which must represent a significant improvement on the current state of the country.
The vision intent that by the year 2020, Nigeria as a country would have become one of the top 20 economies of the world.
Despite well intentional policies such as seven point agenda that have known adopted by various government of federal republic of Nigeria, the society still grappled with chronic socio-economic and political challenges the incessant expression of challenges like poverty, unemployment, militancy, strike, inconsistency in policies in key sectors of the economy, especially in the industrial sector, signify unequivocally the present poor state of the country’s economy over the years have been related to evolution of crude oil, unavailability of raw materials, infrastructural decay in situation of government interference and lack of equipment upgrade.
According to a report by (UNDP 1998), it confirms that one of the contributing factor to the economic development of a nation is human capital development which stand out as the major force that determines the manner in which other factors sour the development process of a nation. This factor as captured by United Nation Development Programme (UNDP) recognizes that the people are the real wealth of a nation and the basic objectives of development are to create an enabling environment for people to explain their creative lives.
This can undoubtly be achieved through a pragmatic policy development and training in an area like industrial technical education which ranks among the first sector that can place Nigeria among the top 20 developed nations by the year 2020.
According to Olaitan (2005), strategic planning can be explained to involve the determination of a future goal or vision which a nation is aspiring towards for the comfort and benefits of her citizen, to enable the individual compete favorably in any aspect of life with feeling of ignorance, inferiority, low quality, low technology, weak social interactions, corruption and many other vices. In ways and means of making use of available human and materials resources.
The seven point agenda of the late president Umar Musa Yar’adua which the present administration of Goodluck Jonathan seems to consolidate by encouraging entrepreneurship and skill for sustainable development. The national industrial technology education developed the key in achieving that. This undoubtedly promoted the admiration action in offering a bail-out fund to be released by central bank of Nigeria (CBN) to ailing industrial institutions.
It is against this background that this project discusses the objective of industrialization as a means of actualizing vision 2020 of the present administration.
