Background of the Study
Over the years, many parent and indeed the Nigeria society have come to appreciate the role of universities in the development of human resources . it is believed that university education enables an individual to earn higher lifetime income.
The Word University or cooperation of teacher and student for the nations manpower needs at the middle and upper levels, encouraging them to acquire proper values for survival and national development in order to play appropriate leadership roles. ( Federal Ministry of Education 2001).
According to Bajeh (2006) ,admission into territory institution were sole prerogative of individual university until 1978 when the federal government came with a policy that admission should be coordination centrally . this led to the setting up of joint Admission and matriculation Board ( JAMB) on 13 of February 1978 order to precisely establish the requirement for conducting the universities Matriculation Examination (UME) for the admission seekers into the Nigeria universities and fixing the qualified ones into the various course in the universities of their choices.
Moreover ,it has been discovered over the years that jamb has not lived up to its expectation which has been a problem in recent times. As a result of the call for a re- screening exercise by some university authorities for JAMB candidate, the board was faced with the problem of managing large number of admission seekers on yearly basis.
The increase in the level of corruption which has saturated every sector of the Nigeria both economic and political life, has affected JAMB, in thatsome parents bribe authorities for the admission of their children/ wards. There are also lots of evil plaguing the examination body.
The notice of these problem by the federal government led to the emergency of post UME screening test in order to reform the universities in the country. On Monday ,11th of September 2005 , the federal government issued directives to universities to further screen candidates recommend to them by JAMB based on agreed cut off mark ( guardian newspaper., October 2005)
The committee of vice chancellor then agreed after the first year of introducing post UME screening that the test must continue because it was regarded as the best thing that happen in the admission process of universities.
However , among various opinion about the post UME test some stakeholders in education have not being able to express their views and these are the undergraduate students on whom the effectiveness and objectives of the policy have and indicating impact , but of recent it has been observed that some undergraduate students are of the opinion that the policy of post UME test should come to stay because it aids the admission process and improve educational performance while some of these undergraduate seems to be believe that the post UME test should be cancelled because it is a waste of time ,money and efforts.
Moreover, some parents being part of stakeholders in education opined that the post UME policy should be allowed to stay because it has helped in appreciating their effort by admitting their qualified children, while some lament that it should be tenacious to them. The above has made the researcher to conceived the idea of the study
