CAUSES AND EFFECTS OF CONFLICTS IN ORGANISATIONS A CASE STUDY OF OWO LOCAL GOVERNMENT AREA, OWO

CHAPTER ONE

1.0  INTRODUCTION

This project is an attempt to bring to focus the cause and effect of conflicts in Owo Local Government.

It is pertinent to ask: what is a Local Government? The concept of the Local Government means the government at the grass root. It is the thirdtier of government and it is therefore defined as “The government in which popular participation both in the choice of decision makers and in the decision making process is conducted by Local bodies which while recognising the supremacy of the central responsibility for its decisions”.

1.1  BACKGROUND TO THE STUDY

In order to satisfy the above aspirations and needs the then Owo Division was established before 1952, comprising of the present Owo, Akoko North Local Governments, Akoko South, until Akoko Division was finally carried out in 1952.

In 1955, then existed Owo Divisional Council comprising of:-

  1. a) Owo District Council:- Made up of Owo, Idasan, Iyere, Ipele Igbe, Ipenmen, Isuada, Uso, Emure- Ile, Ute and Okeluse.
  2. b) Ire-akari District Council: – Made up of: Idoani, Idogun, Afo, Owani and Iwoye.
  3. c) Ekamarun District council:– Made up of Ifon, Ikaro, Imoru, and Ijagba.

Later this separate and autonomous council; These again in 1972 under military regime mere restructured into two Local government councils, namely owo Local government council, and ose Local Government council.

Following the 1976 Local Government reforms No 6 of 1976  and published in the gazette as  ODSLN 5 of 1979 with effect from 1st of September, 1976 owo local government was established with the merging of three autonomous former district councils, namely, owo,  Ekamarun, and Ire-akari  district  councils; and  owo was made  the headquarters.

This act then made owo Local Government area the largest  in the country with a total land area  of about  2;848 square kilometers and a population of 187,702 [1963 census]. The foregoing was the status quo till May 11th 1989, following the dissolution of old owo local government, the present owo local government was reconstituted, while ose local Government, the present owo the present owo Local Government was carried out with headquarters at ifon.

The present owo Local Government consists of the following towns, owo, idasen, iyere, igbe, USO, isuada, ipenmen and Emure-Ile. Majority of the population of owo Local Government area are Yoruba stock, every town and village claims to have originated from “IFE, THE SOURCE” with exception of ipele.

The owo people speak Yoruba dialect with slight Local variations. However, standard Yoruba is understood every where. Owo, which is the headquarters of owo Local Government, is 48 kilometers East of Akure, the state capital and 400 kilometers North of Lagos. It is bounded by Akoko South Local Government in the North and by ose Local Government in the East and by River ogbese which forms the boundary between owo and Akure.

The vast majority of the people are farmers and cocoa is one of the main cash crops.

The farmers produce enough food for Local consumption and selling of gari, fufu, e.t.c to neighboring towns.

Communities in Owo Local Government Area have indeed embraced the spirit of self-help by way of complementing government efforts in the provision of some basic amenities in their areas.

There are (107) one hundred and seven and forty one (41) post primary schools in the Local Government area, there are two tertiary institution at the Local Government Headquarters.

Towards the realization of health-for- all-by the year 2,000 health institutions are dotted all over the Local Government Area which includes the following.

  • Hospital-2
  • Maternities-14
  • Health Clinics/ Centers- 21
  • Health post- 11

In addition to the Government owned health institutions, there are many private medical centers and clinics rendering health facilities to the populace.

It should be noted that this Local Government was one of the pioneers of primary Health care project and it was successfully persecuted that it won the state award for the best Local Government Area on PHC/EPI programmes for the year 1988, when the EPI (Expanded Programme on Immunization) recorded over 90% coverage of the Locality.

Presently Owo Local Government has staff strength of six hundred and nine comprising of two categories. Unified officers i.e. officers on GL. Of and above. Others who are non- unified are mostly junior staff. Amounts the unified are professional like Administrative and Executive officers cadre, Nurse, community development officers, Engineers, Technical officers, and Para-medical personnel.

These unified officers Para-medical deployed officers under Local Government service commission, which is responsible for their career prospects like promotions, training, deployment, transfer, posting, requirement and discipline. While career prospects of the junior staff rest squarely on the Local Government Administration.

This Local Government is currently operating with five departments as listed below:-

  • Administration: this department is headed by the Head of personal management (HPM) and it has two additional sections. Internal Audit and community Development. The role of the HPM in administration is very important, apart from being the head of this department; he is the coordination of the activities of all other department in the Local Government. He is also the intermediary appointees.

His function also includes the following:

  • Formulation of polices.
  • Execution of council policies and decisions.
  • Responsible, for all staff matters such as discipline recruitment, promotion, welfare, and other related matters.
  • Signing of vouchers, cheques and Agreement for the Award of contracts.

The other two section of the administration department have the following functions to perform:

  • Internal Audit: is headed by an experienced Auditor who has the knowledge of Accounting. He reports directly to the chairman, though he is under the HPM.

Function:

  • Policing and checking of payment vouchers to ensure that all payments conform with Local Government financial memoranda.
  • checking the completion of contracts awarded before payments are effected e.t.c

(ii) Community development: – Is headed by a senior community development inspector and performs the following functions.

  • Coordinating of all community projects within the Local Government Area.
  • Supervision of all community self-help projects.
  • Supervision of Audit Literacy programmers.
  • Arrangement of all outside ceremonies of the Local Government.

2) Treasury Department: This department is headed by the Treasurer to Local Government, who in most cases should be a qualified Accountant or somebody who has vast knowledge of Accounting and book keeping.

It comprises of two sections, namely, Rate and Accounts, its function are as follows.

  1. Collection of all types of revenue.
  2. Payment of salaries and contractors.
  3. Reconciliation of Accounts.
  4. Preparation of payment vouchers and rising of cheques.

3) Workers Department: Is headed by a qualifies Engineer. It comprises of the following sections, Electrical, Mechanical, Civil and Building. Functions include the following.

(a) Supervision of construction jobs.

(b) Maintenance of vehicles, machines and buildings.

(c)  Recommendation and specifying type of materials to be used for contracts awarded.

(d) Inspection of completed construction wo0rks and issuing of job completion certificates.

(4) Local Government Education Authority: This is a new department entirely from other department, headed by an Executive secretary, which is directly responsible to the Local Government chairman and its board. Functions of Education Authority include the following:

(a) Administration of all primary schools within the Local Government Area.

(b) Payment of Teachers’ personal emoluments.

(c) Recruitment, department, posting, transfer, training promotion and discipline of teachers.

(d) Formulation and interpretation of policies affecting teachers.

(e) Distribution of equipment and material to schools.

(5) Primary health care (PHC):  is headed by an experienced and qualified medical personal with the nomenclature phc-coordinator. Thus department compartment comprises 3 sections: health, medical and PHC.

(a) Immunization of children and pregnant woman against diseases.

(b) Giving health education at the rural areas.

(c) Distribution and procurement of drugs to health institutions within the locals’ government area.

 

1.2  STATEMENT OF THE PROBLEM

The project will study the cause and effect of conflicts in organization with particular reference to owo-local government area, owo.

The project is to examine conflict. In organizations, by studying the type of conflict, causes and its effect on the organization. In addition, the project would determine the procedure, method and ways of resolving conflicts in organization.

1.3  OBJECTIVES OF THE STUDY

This study is aimed at achieving the following objectives:

  • To identify the causes of conflict in organizations.
  • To determine the effects of conflict in organizations.
  • To identify the different types of conflict at various levels in organizations.
  • To know the benefit derivable from conflict in an organization.
